i need to settle an argument so...what would i need to change to put bigger wheels on my mini...

yes, but you'll change the tyre size too, so that difference might not actually change |

7x13's you have to cut about an inch all the way round the radius of the actual panel for clearance, not of radius of wheel but because of width on turn! |

id say if you go to bigger wheels itd be a very good idea to fit discs as well.
no longer a series, but still 1.3 turbo.
