Yes it will work but you'll only be able to boost to around 4 psi IIR.

Basically the ecu and its bits are a fancy bleed valve which controls the boost solenoid. Replace the boost solenoid with a bleed valve and remove the ecu. Block up where the ecu was. Job done |

make sure you fit a good boost guage so you know how much boost you are adjusting to no longer a series, but still 1.3 turbo.
