So if you have a 40mm tube inside diameter how many square mm will the hole be?

its 44% because: eg a 1.5m long pole is 50% longer than a 1.0m pole 1.5/1.0 = 1.5 whereas 1.0/1.5 = 0.67 which is wrong |

Well, you will get different percentages because 1% of each area is different. That means the smallest is 31% smaller compared to the big one, but the largest is 44% compared to the small one :)
