is there any possible way of changing the scuttle panel without removing wings etc? |

Agreed - i've done this in the past but it is a hell of a lot of hassle and takes far longer that removing the wing, doing it properly with good access to the closer and then fitting a new wing again. It will never look right either

gutted i got mint wings and front panel but my scuttle is bubbling round the screen
