It's a cheap shit chinese bag 'o' crap copy. So no.. not really. On the question of is a T25 the same flange, yes it is. Buy a proper garrett and recon it.

Not an expert on the small bores. It's certainly better than a T25.

GT17 is good for poer on a 998, but not so good if you want a decent boost threshold.

Fastest 998 mini in the world? 13.05 1/4 mile 106mph

I know of 4 fitted of which 3 failed within about 5000 miles. The 4th is on a very low mileage car. You can tell they are rubbish as soon as you see one up close. The metal is soft, the finish is poor, hence the price. If your turbo is easy to change then you can buy at least 5 for every pukka Garrett, so if you don't mind swapping them all the time, who knows, maybe they work out good value. I won't be using them though, specially not on anything that will run a lot of boost. The other problem is flanges, they never seem to quite fit and you end up modifying things, never a good sign on a precision bit of kit. As far as outright performance, they are close enough to make measuring the difference unnoticeable from other plain bearing units. Ball bearing turbos are way better, but cost £££.

Out of interest, where are the 'pukka' garrett turbo's made? Is the place they're made the only way to identify this?

dan.

Best way to tell... if it's £200-£400 and brand new it's not a Garrett. Look up prices for the genuine article (GT25R / GT28R both circa £700), search for dealers on Google. The prices vary a little country to country but not by much when you include import duties. Some of the little ones used on diesels are a bit cheaper. Secondhand prices vary a lot, but £200 will get you something reasonable.
