Underneath the bolt what has the oil pressure release valve in is another hole which looks like it may be threaded, on every other one I've seen its blanked off with a rivvit, anyone got any idea what it's for or what's best thing to do with it?

You mean the one on the outside of the block? That should be blocked so it needs a grub screw in it. Make sure it's not too long or it will block the drain

Hint: it's there as a remnant from the drilling for the oil pressure relief vapor lock prevention. Definitely make sure the grub is short!
