A standard metro turbo engine set up with ECU, is set to give 4psi boost upto 4000 rpm and then 7psi after that?

But in my lump i the wast gate actuator is directly connected to the compressor housing

you NEED a boost pressure guage! otherwise bang. no longer a series, but still 1.3 turbo.
