Why did my rad cap look like this? Is it congealed rust?

Have you used antifreeze with regular backwards flushes of your cooling system?

I'll bet your radiator is bunged up and it's efficiency vastly reduced

Lack of antifreeze and/or inhibitor.

It certainly looks like congealed "rust"

However, I have seen similar where a previous owner filled the system up with all sorts of leak stopping compounds rather than actually fix the leaks.

Backflush and refill with antifreeze first though....

I put one in my rad - and got quite a lot of chalk(!?) deposits out of the rad, which wasn't removed by 'normal' flushing... I didn't try it on the car, though... I connected both ends of the rad with a hose, filled it with hot water & washer tablets and left it standing upwards.
